TPO Initial Balance Ext

I am trying to set Initial Balancer Extensions in my TPO chart. Confused kind of since it ask for an opening range in minutes then IB value. 25% and 50% are not plotting as they should. How do I define these values to use Initial Balance as the 1st hour of profile?
