Help DOm and TOS

How can I have a dom and and a TOS window like this grouped together however separate from the main console???
Whenever I click the button to open a seperate window I cant group panels togetherSo basically I want a window like the (second photo) this with 2 featrues but seperate to main console?

While I am totally unsure what you are looking for, I would suggest trying to add a new page with the "Floating" tab.

You can then add whatever you want by clicking on the Dock menu at the top... (See 2 screenshots below)
